Requires the chief executive officer of the Health Information Technology Exchange of Connecticut to submit annual reports to the Governor and General Assembly from February 1, 2011 through February 1, 2016.

Reports must include private or federal funds received and their expenditures, amounts and recipients of grants awarded, and current status of health information exchange and technology in the state.

Adds two new reporting requirements: recommendations to promote greater availability and utilization of health information technology in state health care systems, and state compliance with the federal Health Information Technology for Economic and Clinical Health Act (part of the American Recovery and Reinvestment Act of 2009).

Takes effect July 1, 2011 and amends section 19a-750(h) of the general statutes.
