Amends the patients' bill of rights for nursing home and chronic disease hospital residents effective October 1, 2011.

Requires nursing homes to provide oral and written notification of patient rights prior to admission, during strikes or work stoppages, and upon patient request, in a language the patient understands.

Mandates written acknowledgment of rights notification be obtained from the patient, family member, or designated person in accordance with section 1-56r.

Notification requirements apply whenever there is a strike, work stoppage, or lockout involving facility employees, and notification must be in a language readily understood by the patient or their designated representative.
