Requires Department of Correction and Court Support Services Division to establish evaluation criteria for residential sexual offender treatment facility sites, including proximity to parks, schools, childcare facilities, casinos, religious properties, and alcohol sales establishments.

Mandates that proposals for such facilities identify at least five proposed sites in various geographical locations across the state for consideration.

Requires proposers to provide detailed descriptions of physical locations and surrounding areas within one mile, including information on commercial, industrial, residential, and recreational properties, schools, childcare facilities, and transportation/employment opportunities.

Directs the Department of Correction or Court Support Services Division to submit a description and evaluation of any site selected on or before June 8, 2010 to the General Assembly by July 1, 2011.
