Allows persons furnishing materials or rendering services on construction projects to file a "Notice of Commencement of Work" with the town clerk for recording in land records, effective January 1, 2012.

Notice of Commencement must include the owner's name, property description, nature of materials/services, and commencement date; filer may rely on tax assessor's office for owner identification.

Mechanic's liens filed with a recorded Notice of Commencement take priority over other mechanic's liens filed without such notice or filed after the recording date.

Modifies lien priority rules so that liens originating before a non-mechanic's lien encumbrance is filed take precedence over that encumbrance, while liens originating after such filing do not.

Amends apportionment procedures to prioritize payment to claimants whose mechanic's liens take precedence under the new priority system before distributing remaining funds to other claimants.
