Requires individual and group health insurance policies to cover baseline mammograms for women ages 35-39 and annual mammograms for women age 40 and older, effective January 1, 2012.

Mandates coverage for comprehensive ultrasound screening and magnetic resonance imaging of breast tissue when a mammogram shows dense or heterogeneous tissue, or when a woman is at increased risk for breast cancer based on family history, prior personal history, genetic testing, or physician recommendation.

Permits districts, as defined in section 7-324, to join with municipalities and local or regional boards of education through written agreement to collectively procure health care benefits for their employees, effective October 1, 2011.

Specifies that such group agreements establish membership, duration, payment requirements, and withdrawal procedures, and are not considered multiple employer welfare arrangements under federal law.
