Prohibits the sale, offering for sale, marketing, distribution, and use of wheel weights or tire balancing products containing intentionally added lead, effective October 1, 2012.

Prohibits the sale, offering for sale, marketing, distribution, and use of lead sinkers or lead jigs for fishing in state waters, effective October 1, 2012.

Defines "lead sinker" as any sinker made from lead with a mass of one ounce or less, and "lead jig" as a lead weighted hook measuring less than one inch along its longest axis.

Establishes civil penalties up to $5,000 for tire weight violations and up to $500 for fishing sinker/jig violations, with criminal penalties of up to $25,000 fine or one year imprisonment for tire weights and up to $5,000 fine or one year imprisonment for fishing items.

Grants the Department of Consumer Protection enforcement authority over tire weight violations and the Department of Environmental Protection enforcement authority over fishing sinker/jig violations.
