Repeals and replaces Section 14-311b of general statutes to clarify authority over traffic control on commercial properties and parking areas.

Authorizes the State Traffic Commission and local traffic authorities to establish traffic control signals and devices in parking areas with 20+ vehicles or commercial establishments with exits/entrances on state or local highways.

Requires property owners or operators to erect and maintain traffic control devices conforming to uniform traffic control device specifications and obtain a permit from the State Traffic Commission before installation or operation.

Empowers state police officers and local police officers to enforce traffic control signals and devices established under this section.

Takes effect October 1, 2011.
