Establishes a "condominium renewable energy and efficient energy grant account" as a separate account within the Renewable Energy Investment Fund, effective July 1, 2011.

Requires Connecticut Innovations, Incorporated to create a grant program for condominium associations to fund conversion to efficient heating systems, purchase renewable energy sources (solar, geothermal, fuel cells, hydrogen-fueled energy), or extend natural gas pipelines.

Mandates Connecticut Innovations, Incorporated to develop grant applications by October 1, 2011, which must include complete project descriptions.

Requires Connecticut Innovations, Incorporated to submit annual reports to the joint standing committee on energy beginning January 1, 2013, assessing the program's effectiveness.
