Removes the seasonal application restriction for ConnPACE (Connecticut Pharmaceutical Assistance to the Elderly/Disabled) program that limited new applications to November 15 through December 31 each year, effective October 1, 2011.

Allows the Department of Social Services to accept new ConnPACE applications throughout the entire calendar year instead of a limited window.

Preserves the existing thirty-one-day application grace period for individuals newly turning sixty-five years old or becoming eligible for Social Security Disability Income or Supplemental Security Income.

Maintains current income eligibility limits (less than $20,800 annually for unmarried residents; less than $28,100 combined for married couples) with annual adjustments based on Social Security inflation adjustments.

Retains the $45 annual registration fee requirement for program participation.
