Suspends the requirement for the State Bond Commission to allocate at least one percent of state building construction costs for artwork between the effective date and June 30, 2013, inclusive.

Defines "state building" as any building or facility owned or leased by Connecticut and open to the public, excluding sheds, warehouses, garages, temporary structures, and correctional institution buildings.

Establishes a state building works of art account within the General Fund as a nonlapsing account to purchase artwork from Connecticut artists, circulate major works among state buildings and galleries, and fund repairs.

Requires the Connecticut Commission on Culture and Tourism to adopt regulations governing allocation and expenditure of funds, working in consultation with the Commissioner of Public Works.

Creates a maintenance subaccount within the works of art account, with the Commission determining what percentage of the one percent allocation (up to ten percent) shall be credited for conservation, repair, and cleaning of commissioned artworks.
