Prohibits insurance companies, fraternal benefit societies, hospital service corporations, medical service corporations, and health care centers from requiring covered individuals to use mail order pharmacies as a condition of obtaining prescription drug benefits for both individual and group health insurance policies.

Requires insurers to allow insured individuals to obtain prescription drug refills and provide coverage for refills up to two business days prior to the date the prescription drug is otherwise authorized to be refilled.

Applies to individual health insurance policies under Section 38a-510 and group health insurance policies under Section 38a-544.

Effective January 1, 2012.
