Repeals and replaces Section 32 of Public Act 10-3, changing the deadline for a comprehensive plan on Riverview Hospital's future from April 15, 2011 to October 1, 2011.

Requires the Department of Children and Families, in consultation with the Child Advocate, to submit a plan to relevant legislative committees assessing the future of Riverview Hospital for Children and Youth.

Plan must evaluate minimum staffing levels needed on July 1, 2011, and the impact of reducing staff by 25% or 50%.

Plan must assess alternative placement options and estimate how many children would be placed in out-of-state facilities if the hospital closed on July 1, 2011.

Plan must examine costs and feasibility of expanding or establishing in-state private facilities as alternatives, review how other states handle similar care, and identify potential cost savings to the state.
