Repeals and replaces Section 4b-56 to establish state construction services selection panels within the Department of Public Works consisting of five members each, serving only for specific projects assigned to them.

Expands the scope of projects requiring panel selection to include priority higher education facility projects and projects undertaken by The University of Connecticut as defined in section 10a-109c.

Repeals and replaces Section 4b-58 to require the commissioner to select consultants from panel-recommended firms for higher education projects, with written findings if unable to contract with any panel recommendation.

Establishes that the commissioner must consider professional competence, technical merit, ability to perform within time and budget, and price when determining fair and reasonable compensation for consultant services.

Amendments take effect October 1, 2011.
