Amends Connecticut's Unfair Insurance Practices Act to prohibit insurers from refusing coverage, denying renewals, or limiting coverage based on mental or nervous conditions, effective October 1, 2011.

References section 38a-488a to define the scope of protected mental or nervous conditions under the unfairness prohibition.

Maintains existing exceptions allowing insurers to refuse coverage, limit it, or charge different rates when based on sound actuarial principles or actual/reasonably anticipated experience.

Expands protections previously limited to physical disability and mental retardation to explicitly include mental or nervous conditions as a protected class.
