Requires insurers, hospital service corporations, medical service corporations, and fraternal benefit societies offering group or individual health insurance policies to establish equal payment rates to contracted physicians for the professional services component of colonoscopy or endoscopic services regardless of location.

Mandates that payment amounts for physician professional services must be no less than what would be paid if services are performed at a facility other than an outpatient surgical facility.

Allows contracted physicians or physician groups to voluntarily agree to different payment methodologies for these services.

Takes effect October 1, 2011.
