Requires the Commissioner of Children and Families (or appointed agent) to visit each foster home at least once every ten days to promote child safety and development.

Mandates the commissioner to visit the family home(s) of children or youth with behavioral health needs within 30 days of placement in the commissioner's care and custody.

Specifies that family home visits must assess potential causes of behavioral health needs, including genetic and familial factors, and determine necessary treatment resources.

Replaces gender-specific pronouns ("him," "his") with gender-neutral language ("the commissioner," "the commissioner's," "the child's") throughout the statute.

Effective date: October 1, 2011.
