Allows 14-year-old minors to work in retail businesses or restaurants owned by their parent (biological, foster, adoptive, stepparent, legal guardian, or in loco parentis) with parental consent, in addition to existing caddie and pro shop employment.

Requires employers of 14-year-old minors in family-owned retail or restaurant businesses to obtain an age certificate from the school superintendent showing the minor is at least 14 years old.

Maintains existing employment restrictions for 15-year-old minors in mercantile establishments, including 40-hour weekly limits, 8-hour daily limits, and work hours between 7 a.m. and 7 p.m. (or 9 p.m. during summer months).

Requires parental consent from each parent with day-to-day care or financial support responsibilities before a minor can work in a family business.

Effective October 1, 2011; amends Connecticut General Statutes sections 31-23(b) and 10-193.
