Allows registrars of voters to designate polling places for primaries rather than requiring them to use the same locations as general elections, with designation required at least 90 days before the primary.

Requires registrars to notify electors by mail at least 30 days before a primary if their primary polling place differs from their general election polling place.

Maintains requirement that both parties' primaries be held in the same room when unaffiliated electors are authorized to vote in either party's primary.

Permits one certified moderator to serve as moderator for multiple primaries held on the same day for different political parties if the registrars agree.

Becomes effective upon passage.
