Adds water pipes and hookahs to the definition of "smoking" under state smoking prohibition laws.

Prohibits smoking in hookah lounges effective immediately, with an exemption for lounges operating before December 31, 2010 that comply with health department regulations.

Exempts pre-existing hookah lounges (operating before December 31, 2010) from the smoking ban, but prohibits them from expanding in size or relocating from their December 31, 2010 location.

Requires the Commissioner of Public Health to adopt regulations by July 1, 2013 for hookah lounge operation to protect patron health and safety.

Modifies the definition of "business facility" in workplace smoking laws to exclude hookah lounges and clarifies related smoking provisions.
