Eliminates the $250 per-prize limit on teacup raffle prizes, allowing organizations to award gift certificates or merchandise of any value (effective October 1, 2011)

Authorizes organizations with "Class No. 6" permits to conduct golf ball drop raffles and award cash prizes in addition to other authorized prizes

Defines "golf ball drop raffle" as a raffle where consecutively numbered golf balls are dropped from aircraft over a designated target, with the ball closest to center corresponding to the winning ticket

Limits golf ball drop raffles to once per calendar year per sponsoring organization and requires compliance with existing raffle regulations and Division of Special Revenue oversight

Directs the Division of Special Revenue to adopt regulations establishing procedures for golf ball drop raffle operations with approval from the Gaming Policy Board
