Allows retired police officers to renew their certification by applying and paying for said certification, even if they are not reemployed as a police officer.

Adds new power (10) to the Police Officer Standards and Training Council to renew certification of retired police officers who apply and pay the required fee.

Permits officers with lapsed certifications to apply for recertification upon reemployment, with special provisions allowing retired officers to renew certification without reemployment.

Updates language throughout to include gender-neutral pronouns and references to "or her" and "the applicant" in place of male-specific terminology.

Effective date of October 1, 2011 for all amendments to sections 7-294d and 7-294e of the general statutes.
