Credits time served in detention toward commitment periods for delinquent children arrested for additional juvenile offenses, including time held in juvenile detention centers, training schools, police stations, courthouse lockups, or correctional facilities.

Makes inadmissible in any criminal prosecution any admission, confession, or statement made by a child to a police officer or Juvenile Court official.

Requires the Commissioner of Children and Families to adopt regulations establishing standard leave and release policies for committed juvenile delinquents, including a mandatory initial sixty-day evaluation of fitness and security risk before any leave.

Mandates that any leave or release must include evaluation of fitness and security risk, assignment of supervision, identification of a responsible adult custodian, confidential police notification for serious offenders, and eligibility determination immediately prior to release.

Allows the commissioner to waive the sixty-day evaluation requirement when a juvenile delinquent is transferred between facilities.
