Establishes a pilot program in New Haven from January 1, 2012 through December 31, 2013 requiring liquor permit applicants to simultaneously notify the city's chief law enforcement official of on-premises alcoholic liquor permit applications

Permits the chief law enforcement official or designee to submit written comments to the Commissioner of Consumer Protection within 15 days of receiving notice, which the Department must consider before issuing or renewing a liquor permit

Requires the Commissioner of Consumer Protection to submit a report to the joint standing committees on local government, public safety and security, and alcoholic beverages by February 1, 2014

Report must include the number of written comments submitted by law enforcement, copies of comments, a summary of permit decisions, and the commissioner's recommendations on whether to continue the notice requirement
