Requires any person executing residential property work contracts to obtain a state license from the Department of Consumer Protection after passing a knowledge test.

Mandates posting of a cash bond in an amount determined by the Department of Consumer Protection as a condition of licensure.

Establishes penalties of class C misdemeanor for first offense of performing work without a license and class B misdemeanor for each subsequent offense.

Authorizes the Department of Consumer Protection to suspend a contractor's license until the homeowner is made financially whole if the contractor fails to perform under contract.

Requires license suspension and referral to the Chief State's Attorney for prosecution if a contractor takes a monetary advance from a homeowner and fails to purchase required materials or perform work (other than demolition).
