Requires cellular mobile telephone retailers that post display materials to include the SAR (specific absorption rate) value, the maximum allowable SAR value set by the FCC, an explanation of what SAR values are, and information about available educational materials.

Requires retailers without display materials to prominently display SAR values for all makes and models offered for sale or lease, the maximum allowable SAR value, an explanation of SAR values, and information about educational materials.

Requires cellular mobile telephone service providers to supply retailers with SAR values for each make and model of phone sold and to update this information when new models are added, old models dropped, or new SAR information is received.

Directs the Commissioner of Consumer Protection to adopt regulations to implement the provisions of this act.

Violations are deemed unfair or deceptive trade practices under Connecticut's consumer protection law, with the act effective January 1, 2012.
