Labor Commissioner must provide labor and employment information to the United States Office of Management and Budget by January 1, 2012, and biannually thereafter to update Core Based Statistical Areas, Metropolitan Statistical Areas, and Micropolitan Statistical Areas that include Connecticut municipalities.

Authorizes the Commissioner of Transportation to provide relocation assistance and payments to displaced persons consistent with the federal Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 for state or federally-funded projects.

Replaces references to "Standard Metropolitan Statistical Area" with "Core Based Statistical Area" in provisions governing compensation for outdoor advertising structures acquired by the Transportation Commissioner.

Replaces references to "Standard Metropolitan Statistical Area" with "Core Based Statistical Area" in provisions establishing income limits for low and moderate income housing assistance programs.

Allows appeals of outdoor advertising structure compensation determinations to the State Properties Review Board and preserves compliance with federal highway beautification standards.
