Prohibits local zoning commissions from establishing building codes or construction standards, requiring all municipalities to use the State Building Code instead.

Supersedes any municipal ordinance or regulation that imposes building codes or construction standards beyond those in the State Building Code, rendering such local provisions void.

Exempts municipal housing codes from the prohibition, allowing towns and cities to continue regulating maintenance, sanitation, ventilation, appearance, and conditions of residential buildings.

Preserves municipal authority to adopt ordinances governing demolition of unsafe buildings that constitute fire hazards or pose dangers to human life and public welfare.

Takes effect immediately upon passage for General Statutes sections 8-2(a) and 29-253.
