Amends section 22a-478(b) of the general statutes to prioritize project grants and loans from the Clean Water Fund for eligible water quality projects undertaken by two or more municipalities sharing a wastewater treatment facility.

Requires the Commissioner to give priority to multi-municipality wastewater treatment facility sharing agreements only if the commissioner determines such arrangement will result in cost savings to the state and participating municipalities.

Municipalities remain eligible to receive project grants and loans equal to 100 percent of eligible water quality project costs.

Effective October 1, 2011.
