Requires the Commissioner of Public Health, in consultation with the Commissioner of Consumer Protection, to study the feasibility of allowing licensed opticians to provide optical services outside registered optical establishments, offices, or stores.

Study shall examine the feasibility of allowing licensed opticians to provide in-home services for persons with transportation barriers to accessing health care services.

Commissioner of Public Health must report findings to the joint standing committee on public health on or before January 1, 2012.

Takes effect upon passage.
