Establishes a task force to study how the state can encourage "aging in place," including examination of infrastructure, transportation, zoning changes, nutrition programs, fraud protections, home medical care expansion, tax incentives, and private insurance incentives

Task force membership includes chairpersons and ranking members of the joint standing committee on aging, appointees from legislative leadership (House Speaker, Senate President Pro Tempore, House and Senate majority and minority leaders), the Commissioner of Social Services, and two gubernatorial appointees

All task force appointments must be made within 30 days of the effective date, with the first meeting to be held no later than 60 days after the effective date

Task force must submit a final report with findings and recommendations to the joint standing committee on aging by January 1, 2012, at which time the task force terminates

Takes effect upon passage and establishes a new section of law
