Secretary of the Office of Policy and Management shall prepare a plan to establish six uniform service regions for all state agencies, departments, and institutions by July 1, 2012.

Plan shall consider existing regional planning agency boundaries and factors including geographic size, population distribution, target population/caseload, facility locations, transportation accessibility, and federal requirements.

Secretary shall submit the plan to relevant joint standing committees of the General Assembly (planning and development, human services, and government administration) by January 1, 2012.

Plan may include recommendations for legislation needed to implement the six-region strategy.
