Requires the Department of Economic and Community Development to establish a revolving loan fund to provide loans financing real property tax relief benefits for elderly homeowners under section 12-170v of the general statutes.

Loans would cover the amount of tax relief benefits until the relief is deemed due and payable.

Eliminates the burden on municipalities to temporarily fund elderly homeowner tax relief benefits.
