Requires school bus and student transportation vehicle drivers to submit to urinalysis drug tests as a condition of employment, effective October 1, 2011.

Mandates annual drug testing for all employed drivers in addition to existing random drug testing requirements under sections 31-51x and 49 CFR Parts 382 and 391.

Prohibits employment of any driver with a confirmed positive drug test result and bars previously employed drivers with a confirmed positive result from driving for two years.

Permanently bars from driving any person who receives a second confirmed positive drug test result.

Establishes civil penalties of up to $1,000 for the first violation and $2,500 for each subsequent violation against carriers who fail to comply.
