Increases the maximum airport access fee for off-airport parking operators at Bradley International Airport from 4% to 5% of gross revenues for calendar quarters commencing on or after July 1, 2011.

Maintains the 5% fee cap for the period from July 1, 1997 to July 1, 1998, and the 4% fee cap for the period from July 1, 1998 to July 1, 2011.

Clarifies that the sales tax exemption for valet parking at airports applies only to valet parking services provided by off-airport parking operators, effective July 1, 2011.

Authorizes the Commissioner of Transportation to fix and collect rates, rents, fees and charges for Bradley International Airport facilities with the specified limitations on off-airport parking operator fees.
