Defines "vulnerable users" on public ways to include pedestrians, highway workers, persons riding animals or bicycles, persons using skateboards or skates, agricultural tractor operators, and persons using wheelchairs or motorized chairs.

Requires motor vehicle operators who fail to exercise reasonable care and cause serious physical injury or death to a vulnerable user to attend a motor vehicle operator's retraining program and perform community service.

Establishes a civil penalty of up to $5,000 for violations of the reasonable care requirement.

Effective date of October 1, 2011.
