Amends governance of the Mattabassett District to establish a 12-member board of directors with representation from New Britain (7), Berlin (3), and Cromwell (2), with members serving three-year terms after initial staggered appointments.

Allows the city of Middletown to join the Mattabassett District upon payment of $13 million and approval by existing constituent municipalities, with board representation determined by population-based formulas.

Requires the Mattabassett District to provide annual $100,000 payments to the town of Cromwell beginning when Middletown is admitted, funded after debt service payments and excluding sewerage system charges.

Expands the district's bonding authority to align with general municipal financing statutes, allowing issuance of serial bonds, term bonds with sinking funds, and taxable bonds, with flexible terms up to 30 years.

Modifies temporary note provisions to reference general statutory authority under chapter 109 rather than specific time limits, and permits the district board to delegate financing decisions to officers or committees.
