Relocates the Connecticut Transportation Strategy Board from the Office of Policy and Management to the Department of Transportation, effective July 1, 2011.

Updates all board member term expiration dates to 2012-2015, replacing previous expirations of 2002-2005.

Revises Transportation Improvement Area (TIA) corridor assignments, changing the I-91 corridor appointment to I-84 and the I-84 corridor appointment to I-95.

Requires a quorum of 10 board members, with at least 3 from state agency representatives (commissioners and secretary).

Removes provisions establishing staff support responsibilities through the Office of Policy and Management and eliminates quasi-public agency classification language.
