Exempts residential-only developments containing 100 or fewer residential units from obtaining a State Traffic Commission certificate of operation, effective October 1, 2011.

Exempts residential developments containing 75 or fewer residential units that include a clubhouse or similar public amenity from obtaining a State Traffic Commission certificate of operation.

Previously, all developments generating large volumes of traffic on or affecting state highways required certification that operations would not imperil public safety.

Aims to streamline permitting processes, promote housing production, economic development, and job growth through increased exemption thresholds.
