Prohibits construction, installation, or operation of outdoor wood-burning furnaces unless they were in use prior to July 8, 2005, or meet specified requirements effective October 1, 2011.

Requires outdoor wood-burning furnaces to be located at least 200 feet from the exterior wall of any residence not serviced by the furnace, with chimney height exceeding nearby roof peaks but not exceeding 55 feet.

Restricts fuel to untreated wood or wood pellets only; furnaces must comply with manufacturer's written instructions.

Mandates all outdoor wood-burning furnaces meet Phase II emission standards with a particulate matter emission limit of 0.32 pounds per MMBtu heat output as of October 1, 2011.

Establishes penalties of up to $250 for first violation and $100 per day for each subsequent day of violation; allows municipalities and local health directors to enforce provisions and may regulate operation between May 15 and September 15 annually.
