Expands the definition of "owner" in recreational liability statutes to explicitly include municipalities, political subdivisions of the state, and nonprofit municipal corporations.

Adds bicycling, mountain biking, nonmotorized vehicles, and horseback riding to the list of recreational purposes covered under liability protections for open space lands.

Amends Section 52-557f of the general statutes, effective from passage.

Applies liability protections to municipal and nonprofit use of open space lands for recreational activities, similar to existing protections for private landowners.
