Requires the commissioner to provide notice by certified mail or electronic means to the Commissioner of Transportation, Attorney General, Commissioner of Agriculture, and local officials at least 30 days before approving or denying a permit application for structures, dredging, or fill work.

Mandates notice include the applicant's name, location and nature of proposed activities, tentative decision, and any additional information the commissioner deems necessary, and requires publication in a newspaper with substantial circulation in the affected area.

Establishes a comment period for interested persons to submit written comments and allows the commissioner to hold a public hearing at their discretion or upon written request from the applicant or a petition signed by 25 or more persons.

Requires the commissioner to hold a public hearing if the project will significantly impact a shellfish area, have interstate ramifications, or require a certificate under section 16-50k or Federal Energy Regulatory Commission approval.

Allows applicants aggrieved by a final commissioner decision to appeal to Superior Court in accordance with section 4-183, and effective October 1, 2011.
