Requires House and Senate majority and minority leaders to submit lists of legislation concepts to the Office of Fiscal Analysis that may require job impact statements at each regular legislative session prior to the proposed bill deadline.

Allows majority leaders of both chambers to identify up to 8 bills each and minority leaders to identify up to 4 bills each that must include job impact statements after the last joint favorable committee deadline.

Job impact statements must identify potential employment effects including the number of jobs lost or gained and, where possible, the additional costs per employee created by the bill, with "employer" defined to include private businesses, the state, and political subdivisions.

Prohibits either chamber from acting on bills requiring job impact statements until the statement is appended to the bill.

Requires the Joint Committee on Legislative Management to recommend joint rules procedures for preparing job impact statements, calculating job impacts, and determining statement content by January 1, 2013; effective date is October 1, 2012.
