Establishes a foster parent bill of rights for licensed foster parents in the Department of Children and Families, effective October 1, 2011.

Requires the department to treat foster parents with consideration and respect, notify them of meetings concerning their foster child, and allow their participation in case-planning and decision-making.

Mandates the department provide foster parents with support services, timely responses to requests, medical and educational information about the foster child, and relevant policy information.

Requires the department to provide appropriate training, information on available services with 24/7 contact information, and protection from retaliation for questioning department decisions.

Specifies that the bill creates no private right of action and requires the department to provide copies of the foster parent bill of rights when a child is placed or upon request.
