Requires new school districts or state charter schools to notify the previous school district within two days of student enrollment (previously unspecified timeframe).

Previous school districts must transfer student education records within 10 days of receiving enrollment notification, and must notify parents/guardians if records are transferred without written authorization.

Extends notification and transfer requirements to students transferring from Unified School District #1 or #2, with a 10-day notification deadline and 10-day transfer deadline for the unified school districts.

Requires new school districts or charter schools to credit students for all instruction received in Unified School District #1 or #2 within 30 days of receiving the student's education records.

Effective date: July 1, 2011.
