Requires each institution of higher education to adopt and disclose a sexual assault and intimate partner violence policy in their annual uniform campus crime report, effective July 1, 2011

Mandates institutions provide victims with contact information for and access to campus, local advocacy, counseling, health, mental health and legal assistance services, along with written information about rights to notify law enforcement and obtain protective orders

Requires institutions to inform students and employees of options for changing academic, living, transportation or working situations in response to assault or violence, and to honor lawful protective or temporary restraining orders

Mandates disciplinary procedures use the preponderance of the evidence standard, be conducted by trained officials, and allow both accuser and accused to have an advisor present and present evidence; results must be provided in writing within one business day

Requires institutions to offer sexual assault and intimate partner violence primary prevention and awareness programming for all students and employees covering consent, reporting, bystander intervention and risk reduction, within existing budgetary resources
