Exempts active members of the Connecticut Army or Air National Guard in good standing from motor vehicle registration fees for up to three passenger, camper, or passenger/commercial vehicles owned or leased by them, provided vehicles are not used for hire.

Waives operator's license and registration fees, including renewal fees, for active members of the Connecticut National Guard.

Extends existing fee waiver provisions that previously applied only to disabled veterans to now include Connecticut National Guard members.

Applies retroactively to honorably separated service members who apply within two years of separation and were Connecticut legal residents at time of induction.

Effective date: July 1, 2011.
