Department of Higher Education shall conduct a study on higher education issues, with the Commissioner required to report findings to the joint standing committee on higher education by January 1, 2012.

Defines "middle college high school" as a secondary school located on or near a higher education institution's campus, integrated into that institution's structure, sharing educational resources, authorized to award high school diplomas, and offering students transferable college credits through a collaborative, project-centered, inquiry-based curriculum.

Board of Trustees of the Community-Technical Colleges gains authority of a local or regional board of education under sections 10-233a to 10-233f of general statutes for purposes of sponsoring a middle college high school.

Section 1 takes effect upon passage; Section 2 takes effect July 1, 2011.
