Effective October 1, 2011: Amends section 7-148ff to allow municipalities with housing blight regulations to impose special assessments on blighted housing and designate agents to enter property during reasonable hours for remediation purposes, excluding entry into dwelling houses or structures.

Effective October 1, 2011: Modifies section 12-80a to clarify that telecommunications service taxpayers subject to taxation must submit personal property lists to the Commissioner of Revenue Services, the Secretary of the Office of Policy and Management, and relevant municipalities by November 30 each year.

Allows telecommunications taxpayers to petition the Commissioner of Revenue Services for approval of alternate methods to determine property values if obtaining necessary data would result in undue cost, provided the alternate method results in a reasonable approximation of actual property value.
