Establishes licensing requirement for swimming pool builders effective after July 1, 2012, with initial license fee of $150 and annual renewal fee of $100; exempts homeowners building pools on their own residential property.

Requires Commissioner of Consumer Protection to adopt regulations by July 1, 2012 establishing experience, training, continuing education and examination requirements for swimming pool builder licenses.

Allows applicants to obtain swimming pool builder licenses without examination by January 1, 2014 upon demonstrating equivalent experience and training.

Modifies agency regulation notice procedures to allow electronic notice instead of mail to joint standing committees and persons requesting advance notice of proposed regulations (effective October 1, 2011).

Updates fees for package store permits (increased to $535), grocery store beer permits (increased to $170), and druggist permits (increased to $535); repeals section 30-66 requiring additional fees (effective October 1, 2011).
