Redefines "mechanical contractor" to require licenses in accordance with chapter 393 for plumbing and piping work or heating, piping and cooling work, effective October 1, 2011.

Excludes from the definition: businesses performing work only on single-family or multifamily residences of 4 units or less, businesses with fewer than 10 licensed employees, businesses engaged in sewer/storm drainage/water line installation or repair, and individual licensed contractors.

Establishes penalties for mechanical contractors operating without required registration: $1,000 fine for first offense and $2,500 for each subsequent offense.

Applies penalties to contractors who willfully engage employees in regulated work or supply unlicensed employees, effective October 1, 2011.
